Error:
When sending a file using the SendFileByUrl method via a link to a third-party resource, the message was not sent and a notification with the status "failed" was received, in fact, the message with the file was sent.

Required:
The SendFileByUrl method requires correcting file sending. Files should be sent correctly if they are accessible via the specified links.
